The Integrated Coastal Management (ICM) Code serves as a standard for an integrated management system covering coastal and ocean governance and sustainable development and management of coastal and marine resources. The ICM Code is aimed at providing local governments with a systematic approach for implementing and sustaining their integrated coastal management programs. In addition, the Code provides the local governments with a voluntary standard against which to measure the performance of their respective integrated coastal management systems (ICMS). The ICM Code conforms to two internationally recognized management standards, ISO 9001 (Quality Management) and ISO 14001 (Environmental Management). The East Asian Seas (EAS) Partnership Council meeting held in July 2016 approved the ICM Code as PEMSEA Certified Document. The document was submitted to the Procedure for Review and Certification of PEMSEA Codes, Guidelines and other Informative Documents. The Procedure was adopted by the EAS Partnership Council in 2010 and involves review and validation by external expert working groups, the EAS Partnership Council, and the Executive Committee
