Ocean Experts - Individuals

The PEMSEA Task Force's objective is to serve as a technical support mechanism for the implementation of programs and projects within the framework of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA). The establishment of the Task Force ensures the region's access to expert services and advice as well as support and assistance in ICM program development and implementation. The PEMSEA Task Force approach also provides an opportunity to train the next generation of experts and practitioners in the region by engaging young professionals/individuals within participating countries in on-the-ground experiences. The PEMSEA Task Force is therefore expected to provide strong support to PEMSEA Partners in promoting the replication and scaling up of ICM efforts across the region.

Dr. Chua served as PEMSEA's Regional Programme Director for 15 years. Under his able leadership, PEMSEA evolved from a project-oriented entity focusing on coastal management into a regional collaborative organization for the implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA). His expertise in coastal and marine area management, and knowledge in coastal and ocean affairs has contributed greatly to the successful implementation of various PEMSEA programs and activities in the region, including the establishment of ICM sites in the region, the creation of the PEMSEA Network of Local Governments for Sustainable Development (PNLG), and the cooperation among various stakeholders and the East Asian countries in adopting the SDS-SEA as framework and ICM as tool for coastal and marine management in the region.

After retiring from his post in 2007, Dr. Chua continued to guide PEMSEA when he was elected as the first Chair of the East Asian Seas Partnership Council until 2013. As Council Chair, Dr. Chua's provided significant support in laying out the building blocks toward the transformation of PEMSEA into a country-owned self-sustaining international organization focusing on coastal and ocean governance in East Asia.

Dr. Chua has authored more than 200 papers, articles and a number of books on coastal and ocean management, including The Dynamics of Integrated Coastal Management, which is considered as one of the key resource materials for academicians, coastal managers and policymakers. He has been a recipient of several awards from societies and governments.

Dr. Jae Ryoung Oh

Dr. Oh has worked on international cooperation and research focused on coastal and marine environmental management for 35 years. He is currently the Principal Researcher of the South Sea Research Institute at Korea Institute of Ocean Science and Technology (KIOST). In previous years, Dr. Oh served in leading roles for several laboratories including the Library of Marine Samples at KIOST, the Marine Environmental Studies Laboratory in Monaco and the Marine Environmental Research Laboratory at Korea Ocean Research & Development Institute.

Dr. Oh received his Bachelor of Science in Chemistry and his Master's Degree in Analytical Chemistry from Sogang University. He took up Marine Chemistry at the University of Liverpool and earned his Ph.D. in Environmental Dynamics and Management from Hiroshima University.

Mr. Makoto Harunari

Mr. Harunari has an extensive career in developing national and international maritime policy. He served at the Japanese Ministry of Transport for over 30 years and became the Director General of the Maritime Bureau of the Ministry before retiring from the government. In 2008, he became President of the Japan Maritime Center, a key think tank in the Japanese maritime community. After three years at Japan Maritime Center, Mr. Harunari became Managing Director of Japan Institution for Transport Policy Studies (ITPS), a prestigious think tank that works closely with the Japanese government. ITPS covers a variety of transport policies including maritime policy. With his in-depth experience and knowledge in maritime issues, he has presented to maritime experts around the world and published numerous papers.

Makoto earned his law degree at the University of Tokyo in Japan.

Mr. Vu Thanh Ca

Dr. Ca spent several years teaching at the Department of Civil and Environmental Engineering at Saitama University before serving in senior positions for Vietnam’s Administration of Seas and Islands (VASI). Currently, he is the Director of the Department of International Cooperation and Science-Technology. His research interests include coastal and ocean natural hazard management and mitigation, climate change impact, risk and vulnerability assessment and adaptation measure development and integrated coastal management.

Dr. Ca took his Bachelor of Science in Oceanography at Hanoi University and his Master's Degree in Coastal Engineering from the Asian Institute of Technology. His Ph.D. in Environmental Engineering is from Saitama University in Japan.
