Ocean Experts - Individuals

The PEMSEA Task Force's objective is to serve as a technical support mechanism for the implementation of programs and projects within the framework of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA). The establishment of the Task Force ensures the region's access to expert services and advice as well as support and assistance in ICM program development and implementation. The PEMSEA Task Force approach also provides an opportunity to train the next generation of experts and practitioners in the region by engaging young professionals/individuals within participating countries in on-the-ground experiences. The PEMSEA Task Force is therefore expected to provide strong support to PEMSEA Partners in promoting the replication and scaling up of ICM efforts across the region.

Mr. Arief Yuwono is currently the Senior Advisor to the Minister for Energy, Ministry of Environment and Forestry (MOEF), Republic of Indonesia.

Mr. Yuwono started his career serving the Ministry of Environment in 1982. For over thirty years, he held several senior positions covering a wide range of responsibilities. Most recently, he was the Deputy Minister for Environmental Degradation Control and Climate Change at the Ministry of Environment and Senior Advisor to the Minister for Energy at MOEF.

He graduated as a Forestry Engineer from the University of Gadjah Mada and holds a Master of Arts Degree from the Faculty of Geography in collaboration with the Institute of Environmental Studies in Toronto, Canada.

Atty. Antonio La Viña

Dr. La Viña is an educator, lawyer and advocate of environmental and human rights issues. He is the Dean of the Ateneo School of Government in the Philippines and simultaneously serves on the board of national and international organizations on the environment and social entrepreneurship. Prior to this, he worked for eight years at the World Resources Institute based in Washington, D.C. From 1996 to 1998, Dean Tony was appointed Undersecretary of the Department of Environment and Natural Resources of the Philippines. He is a leading expert on climate change, biodiversity, sustainability and environmental law with dozens of published books, articles and papers.

Dr. La Viña obtained his Masters (LLM) and Doctorate in Law (JSD) from Yale Law School. His Bachelor of Laws is from the University of the Philippines and his undergraduate degree in A.B. Philosophy is from the Ateneo de Manila University.
