Professor Dr Fangli Qiao has served and is serving on several national and international advisory committees. Currently he is the vice-chair of IOC/WESTPAC, the Governing Council member of the North Pacific Marine Science Organization (PICES), the founding director of the UNESCO/IOC Regional Training and Research Center (RTRC) on ocean dynamics and climate, which is the first RTRC in UNESCO/IOC. He works at the First Institute of Oceanography, Ministry of Natural Resources of China. He is the editorial board members of peer review journals including Ocean Modelling and Journal of Marine Systems.

He developed the non-breaking surface wave-induced vertical mixing theory which much alleviated the traditional ocean model biases lasting for half century, and then developed the national and international wave-tide-circulation coupled operational ocean forecasting system. He recently developed the first Typhoon forecasting model with sea spray from breaking surface waves which much improved the forecasting ability of Typhoon intensity, solving a classical problem for several decades.

Dr. Hilly Ann Roa-Quiaoit is the Vice President of Research and Social Outreach at Xavier University and Associate Professor in the Biology Department at Xavier University. Dr. Roa-Quiaoit holds a doctoral degree in natural science from University of Bremen, a master’s degree in marine science from the University of the Philippines, Diliman, Philippines and a bachelor’s degree in marine biology from Xavier University, Cagayan de Oro City, Philippines. She specializes in marine biology and coastal management and is also interested in biodiversity and ecological assessment and management. She discovered a new species of giant clam in the Red Sea, named Tridacna costata (Roa-Quiaoit et al, 2008). Among her numerous publications is the co-authored works “State of the Coast: Macajala Bay, Misamis Oriental” in State of the Coast: Promoting the State of the Coastal Reporting, University of the Philippines (2010). Dr. Roa-Quiaoit is co-editor of Asian Journal of Biodiversity Liceo de Cagayan University, Philippines (2010).

Dr. Oh has worked on international cooperation and research focused on coastal and marine environmental management for 35 years. He is currently the Principal Researcher of the South Sea Research Institute at Korea Institute of Ocean Science and Technology (KIOST). In previous years, Dr. Oh served in leading roles for several laboratories including the Library of Marine Samples at KIOST, the Marine Environmental Studies Laboratory in Monaco and the Marine Environmental Research Laboratory at Korea Ocean Research & Development Institute.

Dr. Oh received his Bachelor of Science in Chemistry and his Master's Degree in Analytical Chemistry from Sogang University. He took up Marine Chemistry at the University of Liverpool and earned his Ph.D. in Environmental Dynamics and Management from Hiroshima University. 

Dr. Nam, Jungho has been working at Korea Maritime Institute (KMI) since 1996, which is a government-affiliated research entity under the Prime Minister’s Office. His researches cover integrated coastal planning, climate change adaptation, marine environment management, marine ecosystem protection, coastal conflict resolution, transboundary marine environmental affairs, official development assistance, marine science and technology application etc. He has contributed to the formulation of marine policies for his government and establishment of legal and institutional mechanisms for sustainable ocean and coasts. He also has been involved in global and regional environmental issues and their related activities, including land-based activities control, marine debris management, coastal watershed management, transboundary protected areas etc. He contributed to activities of PEMSEA, COBSEA, NOWPAP, YSLME and World Ocean Forum. He served members of National Commission on Sustainable Development, National Commission on Coastal Management, and National Commission on Land Use Regulation. And he has been leading Marine Ecosystem Service Research Network of Korea (MESN Korea).
