Juergen Lorenz is founder of JL Business and Technology Consultancy, established to identify viable government infrastructure under the Build-Operate-Transfer scheme. JLBTC covers project development from the preparation of pre-feasibility and feasibility studies to the formation of appropriate proponent consortia to undertake identified projects, including equity and finance, engineering, procurement and construction partners. JLBTC strives to locate and provide the latest global technology in harmony with local people and environment, adapted within the frame of existing conditions and available resources. Previously, Mr. Lorenz was involved in the development and marketing of energy saving systems (e.g., distributed power generation, heat pump technology, solar thermal collector systems) and development of related infrastructure projects. He specialized in the technical development, financial modeling and packaging of privatized infrastructure projects. Among Mr. Lorenz's major accomplishments is the development of the NH4-PO and the ANEK Process for advanced wastewater treatment. The process is under implementation in several cities in Germany and has been granted patent rights in the European Union, USA, Taiwan and Asia, with rights pending in China, Japan and Korea. He acquired his Master's Degree in Process Engineering and Business Administration (Dipl. Wirtsch. Ing. (TH), (M.Sc., MBA.) from the Technical University of Darmstadt, Germany.

Mr. Len Garces has over 25 years of experience working on coastal fisheries issues in Southeast Asia. Mr. Garces leads the implementation of USAID Oceans activities for the integration and implementation of an Ecosystems Approach to Fisheries Management (EAFM) on national, regional, and pilot-site levels. Prior to USAID Oceans, Mr. Garces supported WorldFish in the implementation, monitoring and evaluation of coastal fisheries projects, conceptualization and planning of research projects, scientific development of related database systems, compilation and validation of research data, and resource assessment and management of coastal fisheries.

Mr. Harunari has an extensive career in developing national and international maritime policy. He served at the Japanese Ministry of Transport for over 30 years and became the Director General of the Maritime Bureau of the Ministry before retiring from the government. In 2008, he became President of the Japan Maritime Center, a key think tank in the Japanese maritime community. After three years at Japan Maritime Center, Mr. Harunari became Managing Director of Japan Institution for Transport Policy Studies (ITPS), a prestigious think tank that works closely with the Japanese government. ITPS covers a variety of transport policies including maritime policy. With his in-depth experience and knowledge in maritime issues, he has presented to maritime experts around the world and published numerous papers.

Makoto earned his law degree at the University of Tokyo in Japan.

Mr. Pakorn Prasertwong is the Chief of Environment Subdivision, Marine Department of Thailand, where he has been working for 26 years after graduating from Chulalongkorn University, Thailand. Among his major works is the assessment and monitoring of environmental impact caused by marine transportation and construction, and also on preventing and combating marine oil pollution. Since 2000 he was assigned as the Head of Thai delegation in the annual meeting of Marine Environment Protection Committee at International Maritime Organization (IMO).
