Ocean Experts - Individual

Vic serves as the Regional Director of ICLEI Southeast Asia. He brings more than three decades of professional experience working with local governments in the Philippines, Malaysia, Indonesia, Vietnam, Laos, and Thailand on various urban development issues. He manages a team of experts and consultants within the Southeast Asia region--dealing with urban development issues focusing on environmental sustainability.  Vic works directly with external support agencies and national governments to develop and deploy ICLEI's Pathways and advocacy in the region.  During his career as a civil servant and as Regional Director, he has been involved in more than 30 international projects. Prior to joining ICLEI, he has worked with the City Government of Baguio as Project Development Officer and Development Management Officer in the local planning department, particularly working on urban planning focusing on environmental and socio-economic sustainability.

Dr. Ca spent several years teaching at the Department of Civil and Environmental Engineering at Saitama University before serving in senior positions for Vietnam’s Administration of Seas and Islands (VASI). Currently, he is the Director of the Department of International Cooperation and Science-Technology.  His research interests include coastal and ocean natural hazard management and mitigation, climate change impact, risk and vulnerability assessment and adaptation measure development and integrated coastal management.

Dr. Ca took his Bachelor of Science in Oceanography at Hanoi University and his Master's Degree in Coastal Engineering from the Asian Institute of Technology. His Ph.D. in Environmental Engineering is from Saitama University in Japan.

Annadel Salvio Cabanban obtained her Ph. D. in Marine Biology at James Cook University, Australia in 1992. She was in the academe in the Philippines and in Malaysia from 1979 to 2006. Interspersed in her academic career are regional, environmental projects funded by the Australian Government, WorldFish Center, Conservation International, and World Wide Fund for Nature. She has participated in various capacities in regional projects in the South China Sea Large Marine Ecosystem (LME), Sulu-Celebes (Sulawesi) LME, Pacific LME with grants from the Global Environment Fund, International Waters Focal Area since 1995 to the present and implemented by the Asian Development Bank, United Nations Environment Programme, and the United Nations Development Programme. She was the Co-Chair of the Large Marine Ecosystem and Open Oceans Working Group, International Waters Science Project (GEF ID 3343), UNEP and a member of the regional team on the South China Sea Impact Evaluation Study of the GEF. At present, she is engaged in the implementation of the Coral Triangle Initiative Coastal and Marine Resources Management Project in Southeast Asia and Pacific Countries. She is a member of the Commission on Ecosystem Management, International Union for the Conservation of Nature and the International Society for Reef Studies.
